What is the DoW 8140 mandate?
Implemented in 2023, the 8140 Qualification Program (DoDM 8140.03) provides a comprehensive approach to managing cyber workforce talent. It replaces the retired information-assurance baseline program and expands qualification to the full Defense Cyber Workforce Framework (DCWF), which draws on the NICE Cybersecurity Workforce Framework and the DoD Joint Cyberspace Training and Certification Standards.
With this expansion, roughly 225,000 military, civilian and contractor positions carry foundational and residential qualification criteria for their DCWF work role — spanning cyber defense, forensics, management, cloud and offensive operations. The goal: an agile, capable and ready cyber workforce.
Who must comply?
All DoW personnel assigned to positions requiring the performance of cyberspace work under the DCWF — service members, civilian employees (including non-appropriated fund employees), personnel providing contracted services, and foreign nationals.
