The Department of Defense (DoD) has established critical DoD 8140 compliance deadlines that impact all civilian employees and military service members assigned to positions within the DoD Cyber Workforce Framework (DCWF). To remain compliant, individuals in cybersecurity roles must meet the 8140 certification requirements, including foundational, residential, and continuous professional development qualifications.

Key Compliance Deadlines:

® February 15, 2025: Civilian employees and military service members in DCWF work roles under the cybersecurity workforce element must be qualified in accordance with DoDM 8140.03. February 15, 2026: All DoD civilian employees and military service members in DCWF work roles under the cyberspace IT, cyberspace effects, intelligence (cyberspace), and cyberspace enabler workforce elements must be qualified in accordance with DoDM 8140.03.

What is DoDD 8140 Mandate?

The updated DoD 8140 Qualification Program, implemented in 2023, provides a comprehensive approach to managing cyber workforce talent. It establishes baseline standards for qualifications that directly support operational needs and workforce readiness. It expands on 8570 to leverage the Defense Cybersecurity Workforce Framework (DCWF), which draws from the original National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NCWF) and the DoD Joint Cyberspace Training and Certification Standards (JCT&CS). The DoD 8570.01 – DoD is transitioning from the IA workforce to the Cybersecurity Workforce.

With the expansion of the DoD 8140 Cyber Workforce Qualification Program, around 225,000 military, civilian, and contractor positions will have foundational and residential qualification criteria for each DoD Cyber Workforce Framework role.
