What is Veterans Readiness & Employment Program

If you have a service-connected disability that limits your ability to work or prevents you from working, Veteran Readiness and Employment (formerly called Vocational Rehabilitation and Employment) can help. This program—also known as Chapter 31 or VR&E—helps you explore employment options and address education or training needs. In some cases, your family members may also qualify for certain benefits.

Who is Eligible for VR&E Benefits

For Veterans (Discharged):

For Veterans (Discharged):

  • Eligibility:
    • Must not have received a dishonorable discharge.   
    • Must have a VA service-connected disability rating of at least 10%.
    • Application triggers an evaluation by a Vocational Rehabilitation Counselor (VRC) to determine entitlement.
  • Time Limits:
    • If discharged before January 1, 2013:
      • 12-year basic eligibility period from the later of separation notice or first VA disability rating.
      • Eligibility may be extended with a Serious Employment Handicap (SEH) finding.   
    • If discharged on or after January 1, 2013:
      • No time limit on eligibility.

For Active-Duty Service Members:

For Active-Duty Service Members:

  • Eligibility:
    • Must have a 20% or higher pre-discharge disability rating (memorandum rating) and impending discharge.
    • OR, must be awaiting discharge due to a severe active-duty illness or injury.
    • Severely injured active-duty members can receive benefits before a VA rating.   
    • Benefits Delivery at Discharge (BDD) program enables disability claims 180-90 days before discharge.
