EDD vs Army Credentialing Assistance vs AF COOL: the 2026 guide

For most Florida Guard members, Educational Dollars for Duty is the largest certification benefit available: $5,000 per funding request and $10,000 per fiscal year. Army Credentialing Assistance is capped at $2,000 a year, and Air Force COOL reaches Air Guard members only while they are on Title 32 orders.

Which one first

Which benefit should you use first?

Start with the benefit that covers the whole course. A Security+ or CySA+ class runs $3,499.36 at the EDD rate, which sits inside a single EDD funding request but is well over the $2,000 Army CA cap — so a Florida Army Guard soldier who leads with CA has to find the balance somewhere else.

Army CA still matters. It is a separate pot of money, so a soldier can plan a second credential around it in the same year, and it funds recertification fees that EDD requests are not usually written for.

For Air Guard members the question is simpler: if you are not on Title 32 orders, AF COOL is not available to you and EDD is the benefit to use.

What can be combined

Federal Tuition Assistance and EDD can be combined, up to 100% of tuition. Tuition Assistance and Army Credentialing Assistance together are capped at $4,500 a year. Which combination applies depends on your component and your orders, so bring your situation to our EDD Student Coordinator before you submit anything.

Which pays more, EDD or Army Credentialing Assistance?

EDD. Educational Dollars for Duty funds up to $5,000 per funding request and $10,000 per fiscal year, where Army Credentialing Assistance is capped at $2,000 per fiscal year.

Can a Florida Army Guard soldier use both EDD and Army CA?

They are separate programs with separate limits, so a soldier can plan around both in the same year. Ask our EDD Student Coordinator to sequence them before you submit, because each request has to name specific class dates.

Why can't I use AF COOL in the Air National Guard?

AF COOL reaches Air National Guard members only while they are on Title 32 orders. EDD has no such restriction for Florida Guard members.

Is Tuition Assistance capped when combined with Credentialing Assistance?

Yes. Tuition Assistance and Army Credentialing Assistance combined are capped at $4,500 a year. Federal TA combined with EDD can reach 100% of tuition.
